Sign Up to Receive Press Updates...Letter to Shareholders from Jim Turley, CEO of Patriot Scientific

To All Friends of Patriot Scientific Corporation,August was a good month for Patriot, but more than that, it was a record-breaking year! We released fantastic annual results, appointed a new board member, and opened a new publicity channel. We had terrific year-end results – the best in Patriot’s 20-year history. Our top-line “sales” for fiscal 2007 nearly doubled to $49 million. (Technically, our sales include only our microprocessor chips and the products from Holocom. Most of our income is actually recognized through our equity stake in the joint venture through which we license our patents. It’s just one of those funny accounting rules. Thank you, Mr. Sarbanes and Mr. Oxley.) Our net profit was $23.7 million, or $0.06 per fully diluted share. Obviously, Patriot Scientific is enormously profitable and we’re growing rapidly. Our cash position has also improved hugely over the previous fiscal year, growing by a factor of nearly 5x. We now have over $21 million in the bank, compared to just under $4 million this time last year. That puts us in a much stronger position to acquire other companies, technologies, rights, or equipment.Regarding our cash, I met recently with the board of directors and we decided not to pay out a dividend this period. We’ll revisit this issue regularly but for now I think we can put that cash to much better use in growing the company, as I hope to show you later this year. With our patent licensing activity running at the rate of about one new licensee every month, and with more than 300 potential licensees officially notified, we’ve got every reason for optimism. We’ve got many years of licensing deals and revenue ahead of us.So why isn’t the share price doing better? I get a lot of letters from shareholders asking, “Why didn’t you raise the share price this morning?” If only it were that easy. You know, I sometimes wonder if these people understand how free markets work. To borrow a phrase from the 19th century scientist Charles Babbage, “I am not rightly able to apprehend the kind of confusion of ideas that could provoke such a question.” Share prices are controlled by supply and demand, not some big red button in my office.Nick Tredennick has joined our board of directors. As I hinted in our last letter, I’m thrilled that Nick has found the time to join us. I’ve known Nick for a number of years and I admire his balance of technological know-how and business sense. He also has an eye for spotting trends, which brought him together with George Gilder many years ago to write Dynamic Silicon and the Gilder Technology Report and to participate in the Telecosm tech-investor conferences. Nick’s going to review the acquisition candidates we’re evaluating and recommend some ideas of his own. His industry knowledge, corporate experience, and nose for good (and bad) investments will really work in our favor.I’m now writing a regular monthly column for Electronic Business that starts this month. This is a widely distributed electronic newsletter published by Reed Elsevier alongside big industry magazines like Electronic News and EDN (Electronic Design News). In addition to spreading the word about Patriot Scientific I’ll be writing about the intellectual property business, industry climate, business models, and related topics of the day.You may be getting a tax refund. As you know, we paid two dividends during calendar year 2006, and you will have received a Form 1099 that declared those dividends as taxable income. They actually weren’t taxable, and we sent out corrected 1099s, but some of you didn’t receive them. We’ve sent out the corrected form yet again, but just in case you still don’t receive it we’ve posted...Mark your calendars for our next shareholders’ meeting... on Tuesday, the 23rd of October. As before, we’ll hold the meeting at the La Costa Resort & Spa here in Carlsbad. Everyone’s welcome and you can find information on travel and hotels on our Web site. With best regards for a good and profitable summer;—Jim Turley

Patent Portfolio Isn't Just for Computers

CARLSBAD, Calif. – August 29, 2007 – Patriot Scientific (OTC Bulletin Board: PTSC) announced today that the LEGO Group has purchased a license to the Moore Microprocessor Patent (MMP) portfolio. "We're delighted with the idea that our technology has enabled LEGO to develop such wonderful educational toys," said Patriot Scientific CEO Jim Turley. "It highlights just how far computer technology has come, that it now appears in everything from playthings to personal computers. Our patented technology is truly ubiquitous. Coincidentally, our company's headquarters is across the street from LEGOLAND California, so LEGO is near to us in the literal sense as well."

Previously announced licensees include such global corporations as Intel, AMD, Hewlett Packard, Casio, Fujitsu, Sony, Nikon, Seiko Epson, Pentax, Olympus, Kenwood, Agilent, Lexmark, NEC Corporation, Funai Electric, SanDisk and the Sharp Corporation.

Patriot Scientific Corporation (OTC Bulletin Board: PTSC) specializes in licensing innovative and proprietary technologies. The Company's intellectual property portfolio includes valuable patents that encompass fundamental microprocessor technology included in products manufactured and marketed by companies around the world.

Patriot's patent portfolio includes microprocessor technology breakthroughs which appear in virtually every microprocessor manufactured since 1995. The company's recent success is a result of a promising joint-venture formed in June, 2005, with the TPL Group. Alliacense..., a TPL entity, manages the commercialization of this jointly-owned patent portfolio. Initial licensing efforts generated approximately $100 million in total license fees through the third quarter of calendar 2006, of which $38 million was received by Patriot since the first license was signed in 2005. As Alliacense is effectively managing the licensing process, Patriot Scientific is enabled to focus on additional strategic initiatives to further maximize shareholder value. In the Spring of 2006, Patriot Scientific paid 2 cash dividends to shareholders within a period of some six weeks. Payment of future dividends may still be considered, although the Company is now actively focusing on other uses of its cash resources to create additional revenue streams, such as through acquisitions or joint ventures.

Mission
Patriot Scientific's mission is to serve the world through scientific innovation. Patriot Scientific will apply its resources with focused agility and insightful due-diligence - using those resources to invest in discovering and licensing innovative technologies and solutions that create sustainable value to our investors.

Putting a value on IP
By Jim Turley, Patriot Scientific -- Electronic Business, 12/17/2007
So you’ve decided to go into the intellectual property (IP) business. You’ve created a new chip design, software program, schematic, business model, one-click purchasing technology, or architectural design. You’re ready to license your brainstorm to a waiting market. The only hurdle remaining is deciding how much to charge.

How do you value intangible IP?

That’s a bit like asking, how cute is your kid? Every inventor believes that his “baby” is unique and priceless, so there’s a natural tendency to overestimate the value of one’s own inventions. Clearly something so precious and rare must be extraordinarily valuable. If it took years of difficult research and development to create, it must have enormous value to others. On the other hand, there are many cases where an engineer has undervalued his invention. Something that came easily to him, he reasons, can’t be worth much to others.
The problem lies with the engineering mindset and the concept of causality.

Let’s start with a hardware example. Your local hardware store buys nails in bulk at wholesale prices and sells them to you at a small profit. Likewise, Apple sells the iPhone for more than it costs to make and Dell sells computers for more than the cost of their components. Simple, right?

Yet Sony sells the PlayStation 3 for less than the cost of its components; Sony actually loses money on each sale. How can they stay in business? In Sony’s case, they make it up on the sale of videogames, which carry a royalty back to Sony. After you buy a certain number of PS3 games, Sony starts making money on you.

The point of all this is that there’s no causal relationship between cost and price. “Cost” is what you expended to create something; “price” is whatever the market will bear, not simply a percentage markup over the cost.

The same is true in the semiconductor business. The price of a chip isn’t necessarily related to its silicon cost. In fact, it’s usually not related. There was a brief period when the Intel ’387 coprocessor chip made more money for Intel than the U.S. Mint made printing dollar bills. It was literally more profitable than printing money.

Likewise, there’s no relationship whatsoever – none – between the amount of work you put into your IP and its value in the market. Just because you spend a lot of time developing something doesn’t mean it’s worth much to other people. An exact scale replica of the Eifel Tower built entirely out of toothpicks would take enormous effort to build yet have little value in the market.

Conversely, an idea that came to you in the blink of an eye can be worth millions. There’s no correlation between effort and value.

Value is in the eye of the beholder. What benefit does your IP bring to your customer? Look at it from their point of view. Does it save them time, avoid a costly alternative, provide compliance with a standard, or impress their customers? What can your customer charge his customers when this IP is included in his products?

Again, value isn’t determined by lines of code or number of logic gates. A short device driver or codec can be more valuable than a large one; a small circuit design is preferable to a bulky one. Size, like effort, doesn’t matter in IP valuation.

Microprocessors, coprocessors, and other software engines are especially tough to value because their real worth isn’t in the hardware. Processors and accelerators are keys to a software vault, and it’s the value of the software that really matters. Intel’s x86 chips are expensive because of the software they unlock, not because PC makers are excited about the chip design. The same goes for USB interfaces, MPEG-4 codecs, and other standards-based IP. Your customers want access to the standard and your IP is merely a means to an end, not an end in itself.

Finally, don’t underestimate the value of support. What most IP customers really want is a good feeling inside that they’ve licensed the right IP. They’re not really evaluating the technical merits of your IP (because they’re probably not qualified to do so). Instead, they’re evaluating your trustworthiness. Will you be around to support them when the inevitable questions or bugs crop up? Will you truly grant them access to the software or standard they want? IP is like insurance: The buyer wants to feel safe and secure before handing over the check. The best IP satisfies the licensee’s emotional, as well as technical needs.

Stefen Gorgin CEO and Head Analyst International Stock Targets

Synthetic Blood International shares were continuing their rise in Tuesdays trading as the stock reached as high as 33 cents well above its recent low of 7 cents in October.

Synthetic Blood International, Inc. today announced its plan to finalize a Phase IIb clinical trial protocol with Oxycyte for the treatment of traumatic brain injury (TBI) at its Scientific Advisory Board (SAB) meeting scheduled for Thursday, December 13, 2007. Oxycyte is Synthetic Blood's proprietary perfluorocarbon (PFC) therapeutic oxygen carrier and blood substitute.

The proposed double blind, placebo-controlled Phase IIb trial is designed to compare Oxycyte with present-day advanced therapies in TBI, and is expected to enroll 120 to 150 patients at six major neurosurgery centers. The trial protocol was prepared by M. Ross Bullock, M.D., Ph.D., of the University of Miami Miller School of Medicine, Department of Neurosurgery. Dr. Bullock was a principal investigator on Synthetic Blood's Phase IIa pilot study with Oxycyte in TBI and currently serves on the Company's SAB.

Synthetic Blood also announced intentions to name additional members to its SAB at the December 13 meeting. Those candidates under review are primarily located at medical centers that may be involved with Oxycyte trials. Additionally, the SAB plans to develop a strategy for initiating supportive preclinical studies to explore the basic science of Oxycyte's oxygen delivery capabilities for the treatment of damaged brain tissue, and the effects of higher Oxycyte doses than have been used in previous studies, as well as the potential effects of administering second doses of Oxycyte.

"Our Phase IIb trial protocol design was developed to provide what we believe will be definitive results with Oxycyte as a therapeutic treatment for TBI," stated Dr. Bullock. "Positive data from the pilot study in TBI patients demonstrated that Oxycyte was more effective in increasing brain oxygen tension levels and impacting other brain chemistries that contribute to favorable clinical outcomes in TBI patients than breathing either 100 percent or 50 percent oxygen. If we see similar results in the larger patient population, we believe that it is likely that the government may deem Oxycyte immediately useful for battlefield settings."
